Normalize the year remainder so negative years select the clicked decade.

For negative years, JavaScript's % returns a negative remainder. The target year then falls in the preceding decade. For a view year of -1 and the -100 button, the target year is -101. The years view then shows -110 - -99 instead of the decade that was clicked, -100 - -89. Use a non-negative remainder.
