feat(resources): Resources page content + 7 locale mirrors - #58

- docs/{zh,ru,fr,de,it,es,ko}/resources/index.md: full mirrors of the new en Resources page (directory intro, start-here links, client-library table, official docs, tools/explorers, community)
- docs/{zh,ru,fr,de,it,es,ko}/introduction/index.md: L15 Guides sentence now points to the live Resources directory (Testnet still in prep), L16 Services sentence drops the obsolete Steem DAO placeholder note
- verified: link sets identical to en across all 8 pages, en pages untouched, intro diffs limited to lines 15-16, pnpm build exit 0
