Reason for This PR

Issue #1685: provide packages for the OS package managers. Debian packages and Homebrew exist already. This PR adds RPM packages and winget.

Description of Changes

• release_rpm.yml builds roadrunner-<version>-linux-{amd64,arm64}.rpm with nfpm from the new nfpm.yaml and uploads them to the release. A prerelease tag becomes 3.1.0~rc.1, which rpm orders before 3.1.0.
• release.yml gets a winget job that runs after the binary builds on stable releases and submits the new version to microsoft/winget-pkgs with Microsoft's wingetcreate. It needs the WINGET_TOKEN repository secret: a classic PAT with the public_repo scope, see the token docs.
• README: RPM and winget install sections, and the release process paragraph.

nfpm is the GoReleaser packager. It builds the RPM for both architectures on one ubuntu-latest job without rpmbuild macros for prebuilt binaries.
