When the second registered metadata provider matches a target,
getProviderNoCachereturned the first provider instead. This fixes the lookup inReflect.ts,ReflectLite.tsandReflectNoConflict.ts, and adds a test that registers a second provider and checks thatgetProviderreturns it.Fixes #162
